"The best way to avoid traffic and issues is to live close to where you work."
Oak Ridge City Manager Randy Hemann said that to business leaders on the Oak Ridge Chamber of Commerce's 2026 Housing Tour on June 26. He was speaking to a city with a strange imbalance. Oak Ridge has about 36,000 jobs and a resident labor force of just under 14,000, as Teknovation reported in July. Only a little more than 35% of residents work in the city.
Every headline about Oak Ridge's nuclear expansion ends up as a housing headline. If you're weighing a home purchase here, the useful question is which kind of housing gets built first, and for whom. Right now, most of the projects with dates and unit counts are rental communities. The big employers driving the long-term story have production targets in the 2030s. And the for-sale pipeline is moving at a slower pace than either.
That jobs-to-residents gap shapes everything else. Tens of thousands of people already drive into Oak Ridge for work and go home somewhere else. The Chamber's tour was told that more than 3,600 new employees are expected to arrive over the next five to eight years. That figure is a multiyear projection, not a 2026 hiring count. It also lands on top of a city that already imports most of its workforce every morning.
Hemann framed the city's goal as "moderate and sustained growth." He noted that Oak Ridge's population sits around 35,000 after holding near 20,000 as recently as the 2010s. The demand the city is chasing is the commuter who would switch to living in town if there were somewhere to live. The housing that answers that demand first tells you how the switch is happening.
These are the projects named on the June tour and in city records, sorted by what is known about them as of early October 2026.
| Project | Type | Units | Status as last reported |
|---|---|---|---|
| Poplar Creek Townhomes | Rental townhomes | 42 | Near completion in July 2026, with construction set to finish July 15 |
| Pointe Grand Valley at Oak Ridge, 150 Mitchell Road | Rental | 360 | Under construction and pre-leasing; no opening date or rent announced |
| Bluff Apartments, off Centennial Bluff Boulevard | Rental | 336 | Proposed $70 million project; PILOT approved by the Industrial Development Board on May 4, 2026 |
| Main Street Lofts expansion | Rental | 360 additional | Townhome construction expected within three to 15 months of July 2026 |
| Parc on Meharry, Scarboro | Mixed-income rental | 104 | 26 units slated for November 2026, 24 for December 2026, 54 in spring/summer 2027 |
| Groves Park apartments | Rental | 240 | Part of Groves Park's plan; no delivery schedule reported |
| Groves Park homes | For sale | 325 | Phase A lots ready; Phases 1 and 2 in progress |
| The Preserve at Oak Ridge | For sale | 3,000 long-range target | Active lot sales in The Meadows; no buildout schedule stated |
Add up the rental rows and you get roughly 1,440 units. Most of them have a construction status, an incentive vote, or a phased move-in calendar. Parc on Meharry opened its waiting list on September 10, 2026, ahead of first deliveries this November. On the Chamber tour, a 336-unit luxury multifamily project near BIR Luxury Landing and Centennial Bluffs was described as slated to start construction the following year. That description matches the Bluff Apartments approved by the IDB.
The for-sale rows look different. The Preserve's 3,000-home figure is a long-range target across 1,400 acres, not a near-term delivery. Groves Park's 325 homes are moving phase by phase. The rental side is where the near-term volume is.
The demand behind this construction is real, but most of it hasn't arrived yet. Here are the major names in order of when they expect to operate:
BWXT and TRISO-X are gearing up R&D operations at the Horizon Center Industrial Park. UT plans about 60,000 square feet of new facilities at ORETTC in partnership with CNS and Y-12.
Put the two timelines side by side. Hundreds of rental units come online between this November and 2027, while the largest announced job counts belong to facilities with 2031 and early-2030s targets. Contractors, early hires, researchers, and interns arrive before the permanent operating workforce. The rental pipeline lines up with that sequence. The Briarcliff district's planned extended-stay hotel, with storage-rich studio residences for contractors, researchers, and new hires, points the same direction.
For someone buying a home to live in, this sequence means the newcomers are mostly signing leases for now. The for-sale side has its own price points.
At The Preserve at Oak Ridge, The Meadows neighborhood lists pricing from $369,900, with Front Entry Craftsman and Rear Entry Carriage floor plans. The developer notes that lot premiums may apply. The wider community includes a marina, golf course, wellness center, tennis courts, pool, and preserved green space. Across attached homes, custom builds, and lots, the Chamber tour put Preserve pricing at roughly $350,000 to $875,000.
Groves Park sits on Oak Ridge's west side beside Tuskegee Drive, and its streets are named for Manhattan Project figures such as J. Robert Oppenheimer. Its builder, River Oak Development, LLC, says it will build single-family homes and townhomes starting in the $400s.
For context, Oak Ridge-specific August or September 2026 figures weren't available from the sources reviewed for this post. The closest current benchmark is regional. In July 2026, East Tennessee's median sale price was $385,000, up 2.7% from July 2025. Months of supply was 3.9, down from 4.0 in June, and half of homes sold went under contract within 28 days, three days longer than a year earlier. Those figures come from the Knoxville Chamber's August 2026 economic report.
The entry prices for new construction in Oak Ridge sit close to that regional median. The Meadows starts below it before lot premiums, and Groves Park's starting price sits above it. A buyer comparing a resale home to a new build in either community should get the final price with the lot premium and selected plan included. The advertised starting figure is only a floor.
The next stage of for-sale supply depends on land use decisions that are still in motion. City Ordinance 19-2026 adopted Oak Ridge 2045, the city's first comprehensive plan since 1988. It passed second reading on June 8, 2026, and took effect June 18. A new zoning ordinance is expected to follow, with an RFP in the works.
Several sites named on the tour have no unit counts yet. Behind The Greens, the putt-putt and drinks venue, developers have bought several hundred acres of undeveloped land off Tuskegee that could eventually support more housing or lifestyle development. The Wilson Street corridor plan covers 6.5 acres and includes housing for ORNL and UT interns, a food truck park, and public gathering space.
Until the new zoning code is written, those parcels are possibilities, not supply. Anyone evaluating a lot or home near them is working from a plan, not a recorded subdivision.
Is the 3,600-employee figure a 2026 number? No. The Chamber's housing tour described it as arrivals expected over the next five to eight years.
When do the first new rental units in this pipeline open? Parc on Meharry has 26 units scheduled for November 2026 and 24 for December 2026, with the remaining 54 in spring and summer 2027 and full completion projected for June 2027. Pointe Grand Valley is pre-leasing but has not announced an opening date.
Has the TVA reactor been approved? TVA received its NRC construction permit for the Clinch River small modular reactor on September 29, 2026. Deployment is hoped for by the early 2030s.
Does Oak Ridge 2045 change zoning right away? The plan took effect June 18, 2026. A new zoning ordinance is expected to follow it.
